If you are a foreigner, or a Vietnamese assisting with Enterprise Digital Identification on VNeID for a foreigner in Vietnam but don’t know where to start – then this article is for you. You may have already gone through various online guides but still found the process confusing or incomplete.
The important thing is: you don’t need to pay any fees to a third party. These are steps I personally went through – “real people, real experience.” I took 3 days at a relaxed pace to complete the entire process, but if you plan carefully, it can actually be done in just 2 days.
Guide to Enterprise Digital Identification and Banking Procedures for Foreigners
Case: Foreign company owners in Vietnam registering Enterprise Digital Identification and completing biometric verification at Vietcombank
Day 1 – Register a Vietnamese SIM card
The first step for a foreigner is to register a local SIM card (Viettel, Mobifone, Vinaphone, Vietnamobile, etc.).
Why is a Vietnamese SIM required?
Almost every service in Vietnam – banking, e-wallets, OTPs, government applications, residence registration, even everyday apps like Zalo, Grab, Be – requires a local phone number. That’s why having a Vietnamese SIM card is practically mandatory.
When registering, you must present your passport and valid temporary residence card. This information will be stored in the telecom provider’s system according to regulations from the Ministry of Information & Communications.

After registration, send the following SMS to confirm official ownership of the SIM:
TTTB_ → send to 1414
You’ll receive a confirmation message verifying the subscriber information.
Day 2 – Open a personal account and register VCB Business Digital
The company owner (foreigner) must go directly to Vietcombank to complete biometric verification.
Required documents:
* Business License (GPKD) and company seal
* Valid passport or temporary residence card of the company owner
The bank will collect biometric data (facial photo, fingerprints). Once verification is successful, a personal account will be opened and the VCB Business Digital service will be registered for the company owner.
Day 3 – Apply for an Electronic Identification Account (for foreigners)
Preparation before visiting:
* The foreigner must already be registered for temporary residence at the local police (ward/commune level).
* Residence information must be updated in the system (address must follow the new format, without district name).
If in Hanoi, go to:
Immigration Office – Hanoi Police Department
📍 4 Pham Ngoc Thach Street, Hanoi
At Counter 3 or 4 – Room 101, you will receive Form TK01 (Application for electronic identification account for foreigners).
Steps:
1. Fill in all required details in Form TK01
2. Sign and clearly write your full name
3. Submit the form and receive a queue number
4. Proceed to Room 106 to finalize the process as instructed by the officer
After submission
* Wait 3–7 days to receive a message from VNeID (Ministry of Public Security) with your personal identification code.
* Log into the VNeID app, enter the OTP sent via SMS, and set a new password.
* Once completed, you will be verified at Level 2. At this stage, you are eligible to continue with Enterprise Digital Identification (see video guide for registering enterprise identification on VNeID) for your company.
⚠️ Note: To avoid delays or rejection of your application, make sure all information entered into the VNeID app is accurate.
